Tony Reyes Bilingual Child Development Center
Tony Reyes Bilingual Child Development Center opened its doors twelve years ago on June 30, 1998 to serve children ages 6wks to 3 yrs. Today the program serves 42 children and families with Early Head Start services through a contract with Sunbeam Family Services. Three years after opening the center, the program earned a national accreditation with the National Association for the Education of Young Children. Currently, the program is going through NAEYC re-accreditation, the program has earned a three star status with the Department of Human Services since 2000.
The purpose of this program is to work towards enhancing children’s physical, cognitive, social, and emotional development; to assist parents in their role as caregivers and first teachers of their children; and to help parents meet their own goals, including economic independence.

Breaking the Silence Project HIV/AIDS
Proyecto Rompiendo el Silencio educates Hispanics in the Oklahoma City area about HIV/AIDS infection. It also provides individual counseling, testing, support groups, interpretation services and referral services to Hispanics infected with HIV/AIDS. Each year, Rompiendo el Silencio helps identify Hispanics living with HIV/AIDS and assists them with acquiring the skills, referrals and education to live a healthy life by maintaining ongoing medical care with the help of Ryan White programs such as Title III Early Intervention Services, and Title IV CHARTS Program.

Clínica de la Mujer Latina
Clínica de la Mujer Latina is a breast and cervical cancer screening program that is implemented through a multiple partnership with LCDA, Oklahoma State Health Department (Take Charge! program, Oklahoma’s Breast and Cervical Cancer Early Detection Program), Oklahoma Breast Care Center, and OU College of Nursing. Clínica de la Mujer Latina is funded by the Susan G. Komen for the cure, and Avon Foundation Breast Care Fund. Screening services are provided to Latino women over the age of 40 in 24 clinics throughout the year at the LCDA and Ramirez Center. The program provides approximately 6,588 educational encounters by phone, radio, television and face to face with people about the importance of yearly breast and cervical cancer screenings. Free services provided include: education about breast and cervical cancer, a Pap test exam, limited pelvic exam, clinical breast exam, mammogram (if age appropriate), follow-up of abnormal results and referral to treatment for the women who qualify under the federal poverty guidelines to the Oklahoma CARES program.

The Hispanic/Latino Tobacco Education Network ( HLTEN )
The Latinos M-POWER of Oklahoma City aims at creating a better and healthier Oklahoma environment. One of our goals is to establish a stronger statewide Hispanic Latino Network composed of individuals representing in five counties including Oklahoma, Tulsa, Jackson, Custer and Comanche counties. In order to establish a culturally sensitive media campaign, a needs assessment was conducted. A media campaign in the Spanish radio, TV was launched as a key component of the program. In addition, we develop posters, billboards and bus benches displaying information in Spanish to promote the Tobacco hotline in order to inform individuals where to seek help to stop smoking.

Immunizations for all Ages
This program is funded by the Oklahoma State Department of Health. The goal is to increase the immunization rates of Hispanics in Oklahoma County. The Immunization program is educating the Latino Community by raising awareness to prevent communicable diseases.
In coordination with the Oklahoma City County Health Department and the Blue Cross/ Blue Shield Caring Van, the Latino Agency provides two clinics per month creating better access for non-English speakers to immunization services. Adults can also receive the flu shot immunizations through this program. This Program reaches Hispanics parents through home visits, schools, community health fairs and parent immunization education classes.

Oklahoma County Community At-Risk System (OCARS!)
The Community At-Risk Services for Oklahoma County is funded by the Department of Juvenile Affairs. We provide services to youth between 9-17½ years of age. The services provided are: individual rehabilitation, tutoring, mentoring, and family support.

Adolescent Outpatient Substance Abuse Treatment Program
The Adolescent Outpatient Substance Abuse Program (AOSAP) is a certified program funded by The Oklahoma State Department of Mental Health and Substance Abuse Services. The goal is to provide effective drug/alcohol treatment services to adolescents and young adults. Services available include: individual and family counseling, co-occurring disorder, group treatment, crisis intervention, intensive outreach, community presentations, and case management. All services offered are center-based and school-based according to a schedule authorized by each school principal. Currently we are serving 5 schools grades 6 trough 12. The above services are provided throughout the school year. This program offers Individual, Group and Family therapy and Case Management, and is free for participants with or without Medicaid.

Child Trauma
The Child Trauma Program is certified and under contract to the Oklahoma Department of Mental Health and Substance Abuse Services. The program utilizes a specialized cognitive behavioral model. It serves children between the ages of 4 and 21 years old who have witnessed violence or have been traumatized by violence. This program offers Individual, Family therapy and Case Management, and is free for participants with or without Medicaid.

Proyecto Cambio Intimate Partner Violence/Sexual Violence
The IPV/SV program is certified by the Office of the Attorney General to provide services to victims of domestic violence/sexual assault and stalking such as crisis intervention, advocacy, safety planning, case management and psychosocial educational group. VAWA Bilingual Translator Program
The Spanish Bilingual Translator Program is funded by the VAWA (Violence Against Women Act) Recovery Act and provides victims of domestic violence and sexual violence access to local services by providing technical assistance for translation assistance and referrals in making reports and filling out paperwork. Cultural Competency for service providers as well as community presentations also form a component of this program.

Hombres de Paz Batterers Intervention Program
Hombres de Paz is a Batterer’s Intervention Program certified by the Attorney General of the State of Oklahoma. Male perpetrators of Intimate Partner Violence/Sexual violence attend fifty-two (52) weeks of group intervention for two hours each week. The group focuses on individual accountability, victim safety and changing cultural codes. There is an assessment fee and fee for service requiring accountability by the offender.

Latino Plenitud/Systems of Care
Funded by the Oklahoma Department of Mental Health & Substance Abuse Services, this program provides comprehensive care to children with severe emotional and behavioral disturbances between the ages of 4-21 years of age in their home community. The program offers practical tools to youth and their families in order to enhance the quality of the family’s life providing services to Hispanic families around the Oklahoma City area and vicinities. This program provides the youth and their families the necessary support to address complex behavioral issues. The families are given the opportunity to receive professional counseling as a solid foundation to be able to produce positive results within the family system.

Parent Assistance and Parent Aide
Through a contract with the Department of Human Services, the Latino Community Development Agency provides Parent Assistance and Parent Aide services for parents referred to the program. Parent Assistance services consist of 16 week parenting classes that are center-based and therapeutic in nature. It includes parent support groups, individual counseling, Compassion/Core Values, Parent-Child Observation Groups and education on parenting techniques. Classes are kept small to encourage parent participation and sharing. Parent Aide services are-home-based therapeutic services in which the Parent Educator acts as a mentor and models appropriate parenting skills and deals with basic issues, such as housekeeping, child development, health issues, budgeting, learning/accessing community resources, obtaining housing, transportation. This program is based on the DHS Safe Care Model.

Transitional Housing
The Transitional Supportive Services Housing project provides services for homeless individuals and families fleeing domestic violence. Services include case management, support group, rental and/or home buying counseling, domestic violence education and creating a work plan.
Oklahoma Housing Finance Agency provides funding to maintain four properties in order to assist survivors and their families of domestic violence as they work towards economic self-sufficiency.

Nuestras Familias: A Healthy Family Resource Program for Hispanic Families
The program is funded by the Oklahoma State Department of Health; Office of Child Abuse Prevention. The goal is to prevent child abuse by enhancing the family’s functioning, promoting positive parent-child interaction and healthy childhood growth and development.

SafeCare Program
This is a research project from the Children’s Bureau, Department of Youth and Families and the evaluation is being conducted by the University of Oklahoma Health Science Center (OUHSC). The purpose of the program is to help Latino families living in Oklahoma County to meet the health, safety and well-being needs of their young children. The main goal is to prevent child maltreatment.
This program utilizes the SafeCare model which is an evidence-based, parent-training curriculum in which trained professionals work with at-risk families in their home environments to improve parents’ skills in several domains. To qualify the family must have one child 5 years-old or younger and not to have a current CPS involvement.

Latino Youth Leadership
LCDA has developed a program aimed at identifying and honoring youth leaders among the Latino community. These young people with their actions and lifestyles are an example of leadership to our community and the community at whole. The targeted group is high school students in grades 11th and 12th. High Schools nominate candidates per month, from which one student is selected to receive the “Latino Youth Leader of the Month Award”.
All nominees are honored at the LCDA Annual Latino Senior Banquet and invited to participate in the NCLR Annual Youth Summit Conference.

Latino Clubs 4-H Mentoring Program
This is a prevention program designed to enhance the developmental assets of youth ages 10-15. The goals are to improve academic performance, social competency and strengthening family bonds. Activities aim to encourage students to stay in school, graduate, and to stay free of alcohol, drugs and gangs. Students are exposed to leadership opportunities and are responsible for organizing and implementing community service and fellowship activities.
A summer program is implemented in July and August for children 8-14 years of age.
The Together for a Better Education (Juntos para una Mejor Educación) program is a series of six session workshops that helps the family join together to gain the knowledge and skills needed to bridge the gap from high school to college. Promotes high school graduation and explores possible paths to higher education.

Tattoo Removal
On a monthly basis Dr Roy Forsythe and other volunteers offer removal of stigmatizing tattoos that are no longer desired to people in the community. Services are free of charge for children 18 years and younger and at low cost for the rest of the population. Services are offer on a first come first serve basis.

As the first generation in my family to go to college, I am thankful with all those who are helping me reach my goals in starting as a incoming freshman. this scholarship has given me the opportunity to continue my education and to be motivated of donating when I’m in the same position you are. My family and would like to thank you from the bottom of our hearts for not only helping me but also the Hispanic community. Some of us have seen and been through the hardships that our parents have been through to get us to this country and give us a better education. Hello my name is Marisol and I have been in the Nuestras Familias program for about 2 years. This program has helped me in many aspects of my life; but the most important one is in my parenting skills. I am so grateful for been able to receive this service. This program teaches us many things that we didn’t even realized or thought before. Last year my family support worker helped us to understand that there was an issue with my son, according with the ASQ’s results because it showed a developmental delay. My husband and I didn’t pay much attention on that. I believe as a parent is hard to accept that your child can have problems. My Family Support Worker encouraged me to with consult with my pediatrician. We asked our doctor to refer us to a specialist but she didn’t. My worker found some other resources and we finally got an appointment with a specialist. My son has been diagnosed with autism and he is receiving services now. My worker also advised me to get my son on an early head start program and now he is receiving services there too. It was hard for us the process because my son is not even 2 years old but we are learning how to work with him and learning more and more about his condition. Many people have asked me how I found out about my son’s condition and the only thing that I can answer is that I never have known if it wasn’t for my worker’s help. I can’t even imagine our life with out her help. This program has changed our lives and my son’s future. I have not words to tell you how much I appreciate everything that the program has done for us.

McDonald’s Latino Youth Leader of the Month Award

The Latino Community Development Agency, in conjunction with Cox communications and McDonald’s desire to develop a program aimed at identifying and honoring student leaders among the Latino community. These young people are those, who by their actions and lifestyles exemplify community leadership to the entire community.
Program Purpose
The Education Committee will coordinate the program in cooperation with all participating Public School District superintendents and area principals. The purpose is to select one candidate each month, and honor him/her for a month through the use of 30 second vignettes on both Spanish and English speaking networks, including Univision, that will position these young leaders as instant heroes in their communities. It will show the entire youth population that recognition comes from the pursuit of the positive virtues, such as leadership, volunteer service and good academic standards.
Awarded young leaders will be part on the meetings and/or summit organized nationwide by the National Council of La Raza (NCLR), a Latino organization that promotes the Latino youth leaders of the nation. The National Council of La Raza was founded in 1968 as a private, non-profit, nonpartisan, tax-exempt organization established to reduce poverty and discrimination, and improve life opportunities for Hispanic Americans. Today, it is considered by many as the nation’s premiere Hispanic Think Tank.
Identified Population
The targeted group is High School students in grades 11th and 12th. Young people at this age group are role models for younger kids.
The students are selected based on an application submitted by the Principal, teacher, and/or counselor of the High School. The applications are evaluated on a 100 points score. Each school will nominate one candidate each month from which one student will be selected to receive the “McDonald’s Latino Youth Leader of the Month Award.”
To participate, the Principal needs to complete the attached form and materials requested below, and send it to:

The due date to submit the application materials is the first Wednesday of each month, starting on September 2010.
Qualifications of the Candidates 1. Demonstrate the pride of their Hispanic heritage, be bilingual or demonstrate effort of becoming bilingual. 2. Be a student in good standing. 3. Be active participant in extra-curricular activities and/or volunteer activities. 4. have a minimum of 3.0 grade point average.
Application Materials to be submitted by the Principal 1. Fully completed application (Nomination Form-Page 1). 2. Official school transcripts of grades or other official verification of GPA. 3. Written short paragraph of approximately 80 words from the candidate in response to the following questions: A. As a bilingual person, how will you remain a part of the community to contribute to its sustained improvement? B. What are your goals: What do you want to be doing 5 years from now? 10 years from now? C. Why do you consider yourself a leader? 4. One letter of recommendation from a non-relative teacher, counselor or community leader supporting why the candidate is considered a leader.
The applicants are evaluated based on 100 points score according to the following criteria: 1. Question A Maximum 10 points 2. Question B Maximum 10 points 3. Question C Maximum 10 points 4. Letter of recommendation Maximum 50 points 5. GPA Maximum 20 points (only during the academic year)
Application Procedure
The program will kick off in the beginning of each academic year and the name of the youth selected should be sent to the Latino Clubs Coordinator. After reviewing that all materials were submitted the Latino Clubs Coordinator will forward the paperwork to the Education Committee members by the first Friday of each month. Each Educational Committee member will complete the candidate evaluation form with their final scores to the Latino Clubs Coordinator. The person with the higher average scores will be selected as the McDonald’s Latino Youth Leader of the Month. The Latino Clubs Coordinator will officially inform Cox Communications and the corporate sponsor of the results on a monthly basis.
Rewards for the Youth Leaders

A wonderful byproduct of this program is that we have become a selection process for area universities. Both the youth selected each month and those nominated represent the educational elite of Latino students.
Thanks to the McDonald’s Latino Youth Leader of the Month Program, we are able to educate the next generation of Latino leaders. |
